Basically, skies, cities, and terrain represent a huge part of the setting for a game about affecting a society. I'm looking for anyone who can explain how to make a 3D game version of the following environment. (Basically its a "sky box" question that has a lot to do with palette.)

Would a painted sky box do the trick? Also, how best should I animate night/day cycles? If you have time and answers feel free to get in touch. Not exactly a job offer, but who knows what might come out of it?
Here's a shot of "Tokyo III" one from Rebuild of Evangelion, (By far currently the best imagined city. Its very name begs the obvious question related to the fate of other two Tokyos.):

Here's a Gurren Lagann still:

Bonus time: (Less important but still interesting to me.) Over the top cosmos howto?

It's funny that I saw this today, right after I was admiring the skies (though mostly the coloring) done by one of the artists for the indie game Rosemary (free - http://gambit.mit.edu/loadgame/rosemary.php). You can see examples in these two images, though they are not focused on the sky

I really think its the color palette that's important in all these pictures you posted, and not so much the sky itself. Vivid yellow / red skies or over saturated blue skies seem to attract people, at least when it comes to photography.
Also, take a look at the skies from 5cm/s in this link, and don't forget that if you can't find an artist you can always trace pictures like they did in this movie.

FYI: I recognized the FLCL bridge / sky as soon as I saw it on the front page. The other screen shots only confirmed my suspicions. If you want some nice painted sky anime screenshots though, go to "ef a tale of *" Also, one of the reasons I started watching RideBack was because of the pretty skies in the previews.
I must now go reflect on what knowing all this says about me as a person.
